Homeowner Rehabilitation & Reconstruction Program
SINCE OCTOBER 20, 2025
A groundbreaking opportunity for Pinellas County homeowners, this program is part of the new “People First Hurricane Recovery Program” funded by an $813 million federal grant. Designed specifically for residents affected by recent hurricanes like Idalia, Helene, and Milton, it offers up-front funding and reimbursement for critical repairs or even a complete roof replacement. If approved, you’ll repay this loan through your property taxes at low rates ranging from 6 to 13 percent.
With a staggering maximum funding amount of up to $375,000, this program can cover the full scope of necessary work. Eligibility is based on income, with households making up to 80% of the Area Median Income (AMI)—approximately $83,450 for a family of four—receiving most funds, with a smaller amount set aside for households making up to 120% of the AMI. Important Note: Applications for this specific program are scheduled to open on October 20, 2025. Homeowners are encouraged to gather documentation and monitor the official Pinellas County resources for application details and qualification requirements to prepare for the application process.
